Trustee Stifler, who introduced the item, told the board the update was prepared by village staff with assistance from Tusca Associates and builds on Hinsdale’s original February 2005 submission. Stifler said the update aligns village documentation with the 2023 changes to state law and uses American Community Survey data through 2019–2023. He said the update “is not a new policy initiative by the village” but a compliance measure, and he noted the state requirements do not mandate the village to change its zoning code.
The draft plan identifies possible policy tools and incentives—such as reduced permitting and utility fees, expedited permitting, and coordination with state and federal agencies—and highlights 28.3 acres zoned R-5 and R-6 as areas the plan’s authors flagged as most appropriate for potential future affordable housing. The clerk confirmed a public notice was published in the Hensdalian on April 24, 2025, and a draft plan was on file for public inspection at the village clerk’s office since publication.
No members of the public spoke during the hearing. At the May 13 meeting the board voted to waive the first reading and adopted a resolution approving the updated plan to meet the state deadline; trustees recorded aye votes during roll call.
Next steps: the village will file the adopted plan as required under state law. Trustees and staff said the update does not itself change zoning; any future policy changes or zoning amendments would be considered through separate processes and public hearings.
