Norfolk schools forecast $3—2.5 million drop in state aid; board warned of uncertainty

District finance staff told the Norfolk Board of Education the district expects a material decrease in next year's state aid under TEOSA because of recent increases in property valuations.
"We are currently working on the 2025-26 budget," said Mr. Wilson, district staff member. He told the board the state views the district's local property tax resources as "underutilized" after a large valuation increase and estimated state aid will decrease by "approximately 3 to 3 and a half million dollars." Wilson noted those figures are estimates while the district awaits final legislative action and county valuation numbers.
Wilson told the board the district is monitoring developments and will update the board as the Nebraska legislative session concludes and county valuations become available. "We're only working with estimates right now as we wait for final budget changes that may come from the legislature by the end of the session," he said, adding the district will not know county valuations "until August 20."
Board members received the update as part of the finance and facilities report and were told the administration will continue to track budget impacts over the summer and inform the board and community as new information arrives. No formal budget action was taken at the meeting; staff recommended continued monitoring and adjustments as necessary.
