Hinsdale board adopts updated affordable housing plan to meet state deadline

The Village of Hinsdale Board of Trustees on Monday held a public hearing and voted to adopt an updated affordable housing plan the village prepared to comply with amendments to Illinois law.
The update, presented by village staff and developed with Tusca Associates, was approved after trustees voted to waive the first reading so Hinsdale could meet the state deadline. President Greg Hart and Trustee Stifler stressed the update is intended to satisfy statutory requirements, not to change village zoning.
The plan revises the village's documentation to align with 2023 amendments to the Illinois Affordable Housing Planning and Appeals Act and updates demographic and housing data using the 2019–2023 American Community Survey, according to Hart. He also said the plan identifies potential policy tools and incentives — including reduced permitting and utility fees, expedited permitting, and coordination with state and federal agencies — and maps 28.3 acres zoned R-5 and R-6 as areas “most appropriate for potential future affordable housing.”
Trustee Stifler moved to waive the first reading and approve a resolution adopting the update; the motion passed on a roll-call vote with all present trustees recorded as “aye.” No members of the public spoke during the hearing.
Hart said, “To be very clear, this is not a new policy initiative by the village. This update is being undertaken solely to comply with Illinois law, which requires a submission of an updated plan by June 2025.”
The board’s action completes the village’s statutory process: an advertised public hearing followed by board consideration. The resolution and the updated plan will be filed with the village clerk as required by the statute.
