Norfolk board reaffirms student-fee policy, sets 2025–26 fees

The Norfolk Board of Education on Monday reaffirmed student-fee policy 5416 and approved the district's student fee schedule for the 2025—26 school year following a public hearing and staff presentation.
District staff member Mr. Wilson opened the hearing, saying the packet included student fee receipts and expenditures through April, current 2024—25 fees and proposed changes for 2025—26. "The district did collect $61,593.70 through April in board approved student fees in the areas of instruction and activities during the 24—25 school year," Wilson said, and he reported the district had $50,870.81 in board-approved disbursements for the 2024—25 school year and a cash balance of $530,497.72 as of April 30, 2024.
The board heard no public speakers during the fee-specific hearing and closed the hearing before taking action. Mr. Wilson told the board that fee revenue "can only be expended for the items for which they are collected" and that the cash balance "is primarily composed of those fees which are not necessarily expended on an annual basis, such as for technology and summer school fees." He said the district reviews the proposed fee list annually and lists only those fees "we believe are necessary to help offset the total cost to the district."
Board member Patty (motion) moved to approve the 2025—26 student fees appendix and reaffirm policy 5416; the motion was seconded by board member Steve and carried 6—0. The approval appears on the consent/action record as "reaffirm policy 5416 and approve attachment B setting our fees for 2025-26."
The board did not alter the policy text at second reading; the approved fee schedule uses strike-throughs for removed items and red text for additions in the proposed appendices. The district noted the fee fund balance and its expenditure restrictions and committed to continuing the annual review process.
Board members and staff indicated any future questions about the fees or requests to place items on a future agenda should be directed to the superintendent or the district office during business hours.
