The parks acquisition and development fund is funded from park dedication fees; staff said park dedication from the Viking Meadows development is expected to provide additional funds for 2026 (staff cited anticipated park dedication receipts of $303,000 for 2026 and later noted a total dedication of $373,000 from the developer to be received in phases).
Key 2026 proposals include a zip line adjacent to the playground at Booster West and installation of pickleball courts to replace or supplement aging tennis courts; the park commission also recommended volleyball courts and placeholders for future projects. The parks commission voted unanimously to recommend the plan to council.
Staff said projects beyond 2026 are planning placeholders and will be reevaluated annually; approval of the plan commits the city only for projects identified in 2026. After discussion about liability and insurance for the zip line, staff said the device is low to the ground, covered with safety surfacing (wood chips), and covered by the city's insurance.
Council approved the plan by motion with no opposition recorded.
