The Festus City Council approved a request from Emmanuel Lutheran Church to close a portion of Briarton Street for a back-to-school festival planned for Aug. 2, with the church asking for the closure from 6 a.m. to 1 p.m.
Mayor Samuel F. Richards introduced the request and identified the applicant, Doug Thurman, who submitted the festival request on behalf of Emmanuel Lutheran Church. The police chief told the council he met with Thurman, that the event is a church-hosted back-to-school distribution with multiple churches rotating hosting duties, and that he “did advise him to close the street.” The chief said organizers planned to leave Third Street at Ward Terrace open and use the parking lot of the former Sacred Heart School for vehicle parking.
Council members moved and seconded approval of the closure; the motion carried by voice vote. The council did not add special conditions beyond the street closure recommendation from the police chief, and staff confirmed routine event coordination would proceed through the police department and city administration.
