East Bethel opts into Anoka County's urban-county CDBG program to preserve grant eligibility

The East Bethel City Council voted May 12 to opt into Anoka County's Urban County Cooperative Agreement, preserving the city's eligibility to apply for federal Community Development Block Grant (CDBG) and HOME Investment Partnerships funding through the county.

City staff explained that opting into the cooperative does not obligate the city to accept funds or to undertake projects; it only permits the city to apply for eligible programs when projects emerge. Staff reviewed typical eligible categories, including neighborhood revitalization and blight removal, housing rehabilitation (lead and asbestos abatement), homeownership assistance and relocation, and public facilities or services such as accessibility improvements, job training, and child care.

Council members asked whether opting in would create "fine print" obligations. Staff and an experienced councilmember with 30 years in development said accepting federal funds would require reporting and compliance with federal requirements, but opting in alone creates no immediate federal reporting burden. Staff confirmed the city council must approve any actual grant application or acceptance of funds and that staff do not have authority to bind the city to a federal grant without council approval.

The council moved and approved Resolution 2025-26 to opt into Anoka County's Urban County program. Council members said opting in preserves future opportunity to seek federal funds for projects such as a senior center van or housing rehabilitation, while allowing the council to decide whether to accept awards and whether the compliance obligations would be manageable for a small city.
