The board adopted the resolution by a unanimous 6-0 vote, with the motion moved by Johnny Knight and seconded by Donna Knight.
Johnston noted the district is considering the August timing of bond issuance if state legislative language is clarified to preserve “hold‑harmless” funding for debt service; that timing could affect state funding tied to recent property‑tax proposals. Board members asked clarifying questions about prior CMAR work and the projects the district expects to manage internally (playgrounds and minor scope items).
