Board approves Coopertown Elementary HVAC contractor based on past work; funding contingent

The Robertson County School Board voted 6-0 on May 12 to approve staff's recommendation to award the Coopertown Elementary School HVAC/air-conditioning project to Demand Mechanical, subject to funding. Demand Mechanical’s bid of $928,115 was approximately $8,115 higher than the low bidder, Trinity Geothermal ($920,000). Staff recommended Demand Mechanical based on the vendor’s prior work and familiarity with systems in that building.
Staff told the board two bids were comparable; although Demand Mechanical was not the low bidder, staff recommended the vendor because it has performed similar HVAC work in the building and throughout the district. The board asked staff to note in the minutes that the award is not to the low bidder but is recommended because of the vendor’s past performance and familiarity with the facility’s systems.
A board member asked whether the recommended vendor had previously done most of the HVAC in the building; staff answered yes. The board voted unanimously to approve the recommendation, noting that funding for the project has not yet been finalized and that approval is contingent upon securing funding.
Board members said the district will document the reason for selecting a higher-priced bidder in the minutes and follow up on funding sources before contract execution.
