The packet showed eight bids with expendables ranging about $4,080,000 down to $2,490,000 and, when bid without expendables, a range from roughly $3,900,000 down to $2,056,000. A board motion to accept bids without expendables passed unanimously, and the subsequent motion to award the contract to Janet King (the low bidder in the without-expendables column) also passed 6-0.
The board discussed logistics and oversight. Board members asked whether expendable supplies would be delivered to a central warehouse or dropped shipped to schools; staff answered that during prior contracts expendables were delivered to the central warehouse on Highway 41 and checked out by an employee, but the current bid specifications called for drop-shipping directly to schools. Board members also pressed staff on the vendor’s ability to scale locally, asking whether the franchise-style vendor had local management in Robertson County and whether the vendor could hire sufficient employees to meet summer cleaning needs.
Board members noted the cost difference between bidders — roughly a $300,000 gap in annual pricing — and asked about contract exit and enforcement. Staff replied the contract contains annual renewals rather than a 30-day out clause, and that the district has systems for documenting cleaning performance, penalties and contract compliance should the vendor fail to meet duties.
The board voted to proceed without expendables and then to accept Janet King’s bid. The minutes will note the board’s questions about staffing readiness, delivery method and contract enforcement.
The contract award follows staff review of references. Board members said the district will bring a separate procurement item for expendable supplies to a future meeting so the district can control supply inventories and distribution.
