The City Council adopted an ordinance on May 13 approving a second amendment to the fiscal year 2024‑25 budget that adjusts three funds: the General Fund, the Grants Fund, and the Parkland Fees Fund.
Finance Director Anna Miranda explained the changes: the General Fund increases include $5,000 for a traffic count study and $26,200 for the city’s share of the Guadalupe Appraisal District budget; the General Fund is reduced by $49,500 by reallocating a portion of the victim services coordinator salary to the Grants Fund.
The Grants Fund reflects five awarded grants: a Major Violent Crime Prevention Act (MVCPA) award of $525,000 to fund two police officers, a crime analyst and related equipment; a cybersecurity grant of about $155,000; a victim liaison grant of $65,000 (which covers part of the victim services coordinator and related travel and supplies); a shield project grant of $81,700; and an NRA small award of $2,300 for range rifle and ammunition. The Parkland Fees Fund adjustment carries forward prior‑year funds for the Town Creek Trail project.
Miranda said the $49,500 was shifted to the grant fund so accounting for grant‑funded personnel remains clear and available for grantor review. Council members asked clarifying questions about grant accounting and duration. The ordinance was approved on a 5‑2 vote.
