Council authorizes application for $4.8 million TxDOT transportation alternative set-aside for Richmond Road project

The Texarkana City Council voted Monday to authorize an application to the Texas Department of Transportation (TxDOT) for a Transportation Alternatives (TA) set-aside project on Richmond Road.
The proposed project would extend from Galleria Oaks to University Avenue and include a shared-use path on one side of the corridor and sidewalks on the other. Staff said the total project cost is estimated at $4,800,000 and that the city would not need a local cash match because transportation development credits would cover the match requirement.
Staff recommended, and council approved, authorizing the city to submit the application for the 2025 TA call for projects. Vashile Fernandez (staff) told the council the transportation-development-credit approach eliminates the local-match burden and noted staff will proceed with the application materials required by TxDOT.
Council approved the resolution by motion after a public hearing; staff will notify TxDOT and prepare the application package according to the agency’s schedule.
