Council approves multiple rezones and special permits for housing and parking projects

The Texarkana City Council approved a series of zoning amendments and specific-use permits Monday, covering residential, parking and multifamily development across several wards.
Council adopted an ordinance rezoning an approximately 5-acre tract at 3001 Bender Road from Two-Family 2 to Planned Development Multiple-Family 1 (PD-25-1) and separately approved site-plan amendments for the same property; MTG engineers appeared in support. The council formally approved the ordinance and the PD site plan after a public hearing.
The council also rezoned Lot 2, Block 1 (1108 Willis Street) from commercial to Single-Family 3 and granted a specific-use permit to allow a HUD-code manufactured home on the combined lots; applicant Jermell Fulton stated he planned to place a single-family home on the parcel. Additional specific-use permits were approved to allow HUD-code manufactured homes at other addresses, including 502 Sulphur Street and 2591 Page Street.
Another rezoning approved by council changes 3126 Norton Street from Single-Family 2 to Single-Family 3 and grants a specific-use permit to allow a HUD-code manufactured home there, subject to planning staff stipulations: the home must be a 2010 or newer HUD-code manufactured home, tied down and skirted or underpinned; it must be for human occupancy only; and applicable driveway, parking, setback, building code, floodplain and engineering requirements must be met.
Council also approved a rezoning converting a portion of a Mall Drive parcel (2021 Mall Drive) from General Retail to Parking to provide overflow parking for Texas Roadhouse staff; planning staff recommended approval. All actions were approved by recorded motions and unanimous council votes, with Councilmember Page absent.
