The Texarkana City Council voted unanimously Monday to accept a $2,000,000 grant from the T.L.L. Temple Foundation to support local entrepreneur and maker initiatives including an "assembly line" creator space and programs called Ready, Set, Move, Texarkana and Pitch It, Texarkana.
The ordinance approved by the council creates an "assembly line" fund in the fiscal year 2024–25 budget and adds $2,000,000 in budgeted revenues and expenditures to support the initiatives. The caption read in council attributed the grant acceptance and corresponding budget amendment to ordinance number 2025-076.
City Manager Dr. Orr thanked the T.L.L. Temple Foundation and the project partners listed in the city manager’s report, which include the city of Texarkana, Arkansas; Artex Ready; Texas A&M University-Texarkana; Texarkana College; University of Arkansas Hope-Texarkana; and the Texarkana Chamber of Commerce.
Council members approved the ordinance during the consent agenda vote; no separate public hearing was held on the grant acceptance. The city will implement program details in coordination with the grant partners and include the new fund in the FY 2024–25 budget documents available online.
