Downtown event center seeks permission to host beauty-care vendors; staff says Old Town use table change would allow it

Katie Harris, representing Hotel Event Center at 243 S. Madison Ave., asked the commission during new-business comment on May 12 to allow a dual-use modification so the venue can rent small rooms to bridal-industry vendors such as lash and bridal beauty technicians.
Planning staff confirmed that the proposed UDO amendments would add "beauty care" (personal-care services) as a permitted principal use in the Old Town zone and that, if the Common Council adopts the recommended text changes, the hotel-event center would not need a use variance. Staff advised Ms. Harris to consult the building division about any interior modifications (electrical, plumbing, or fire-code implications) before permitting vendors to operate in the space.
Staff noted the commission’s recommendation to the Common Council is advisory; the council will make the final zoning decision. If the council does not adopt the text change, Ms. Harris retains the option of seeking a use variance through the board of zoning appeals under existing procedures.
Planning staff also suggested Ms. Harris contact her council representative to comment at the council hearing if she wishes to support that portion of the UDO package.
No formal commission action was required on the request; staff provided procedural guidance and next steps.
