Council approves transit center design, conditional use and zone change for 110 Pearl Avenue; one member abstains

The Oshkosh Common Council on May 13 approved the special area design review, a conditional use permit and a zoning change to allow an expanded transit center and related facilities at 110 Pearl Avenue.
The Planning Commission recommended approval of the special area design and the conditional use permit. The council then voted to adopt the design review (Resolution 25216) and the conditional use permit (Resolution 25217) and approved a zone change from Institutional to Central Mixed Use District for the parcel (Ordinance 25-242). Planning staff presented the proposals to the council and recommended approval.
The action matters because the measures clear the way for an expanded transit facility and associated bus platform and amenities at the downtown site, a project that will alter land use and provide space for transit operations in the city core.
Council discussion was brief. One council member said they had no objection to the project but abstained because 222 Pearl was the previous office of their employer and the project had prompted the employer’s relocation; that member abstained on the votes. The roll call for the votes shows the following: Pula (present/abstain), Stevenson (aye), Larson (aye), Spannbauer (aye), Flom (aye) and Mugglebauer (aye). Each of the three actions carried with five ayes and one member present but not voting.
Planning Commission materials accompanying the ordinance and resolutions note the project includes a new restaurant/restroom/waiting area building and bus platform along the south side of the 100 block of Pearl Avenue. The council’s approvals were second readings for the ordinances and final action for the resolutions, per the published agenda.
No formal conditions beyond typical plan and building approvals were added on the council floor. Planning staff will proceed with permit and building-review steps required under municipal code. The council did not direct further study or referral on the item at the meeting.
The votes recorded on May 13 complete the council’s land-use approvals for the Pearl Avenue transit expansion; subsequent permitting and construction steps remain subject to building inspections and any state or departmental reviews that apply.
