The Nampa Planning and Zoning Commission on May 13 recommended approval of a zoning map amendment to rezone a 0.26‑acre parcel at 1423 South Elder Street from RD (two‑family duplex residential) to RS‑6 (single‑family residential) so the owner may expand an existing single‑family home.
Applicant Celida Herrera told the commission the rezoning is needed to accommodate a planned addition for visiting family members and said the structure will remain single‑family, not rentals. Staff said the property is 11,506 square feet and the RS‑6 zone’s 12,000‑square‑foot limit would allow the planned addition without creating a nonconforming lot area.
Rodney Ashby, planning and zoning director, and staff explained the parcel currently straddles two zones — a historic artifact of previous boundary and zoning changes — and rezoning the property to a single district would “clean up” that inconsistency. Engineering and building standards apply at the building‑permit stage; sidewalk requirements along South Elder, if any, would be reviewed when the owner applies for permits and deferral of sidewalk installation is possible under code.
Commissioner Daffer moved to recommend approval; Commissioner Miller seconded the motion. There were no public speakers. The motion carried and the recommendation will go to city council for final action.
