Committee approves $24,500 feasibility study with RLPS to analyze building use and enrollment trends

The East Stroudsburg Area School District Finance Committee on May 12 approved hiring RLPS LLP to perform a feasibility study of district facilities, enrollment trends and capital-project priorities at a cost of approximately $24,500.
Dr. Vitale, staff member, said the district advertised an RFP and received eight proposals, interviewed the top three and selected RLPS as the best fit. “They do lots of focus groups about how we want our buildings utilized with different stakeholder groups,” Dr. Vitale said, adding RLPS has certified specialists and will return with recommendations and a plan rather than just data.
Trustees asked about the contract structure and cancellation rights. A board member noted the initial phase cost is about $24,500 and that the district could stop further work after that initial deliverable if it chose. Dr. Vitale confirmed the total project proposed was about $24,500 for the feasibility phase; any subsequent design or construction work would be a separate procurement.
Rich Lamas, board member who participated in interviews, said the administration selected the best fit for the district and that the firm’s team appeared to have the needed experience. Trustees discussed timing and preferred that much of the study work take place over the summer so consultants could tour empty buildings and also observe buildings in use during the school year.
The motion to approve the RLPS feasibility study passed in committee and will move forward to the board for contract execution and work scheduling.
