Mr. Blanchard, a county staff member, described the vendors and their roles: Total Outdoor Plant Solutions (TOPS) and Highlighter Cable Services handle outside-plant fiber construction and road-widening projects; Excedian supplies network monitoring software and network interface devices; several cabling firms (Wired Communications, Structured Media Solutions/SMS, AIOS) provide building cabling for construction and renovation. "That's really the key right now is that, as we have all the road widening projects, that really it's a major contributor to our capital outlay," Mr. Blanchard said.
The county reported spending $379,000 with Highlighter last year and said TOPS and Highlighter together amounted to about $400,000. For Excedian, staff said ongoing monitoring costs had been about $23,000 in the prior fiscal year; equipment purchases from Excedian vary as projects arise. Several renewals were approved on consent; some agreements listed no fixed annual total because purchases are made as needed.
