Planning commission approves Cardinal Estates primary plat after public questions on Wolf Road, drainage and traffic

The Whitestown Planning Commission approved the primary plat for Cardinal Estates, a Lennar‑built subdivision that would create 336 home sites on roughly 170 acres and preserve about 63 acres of common area. The decision followed a public hearing in which nearby residents raised questions about traffic on County Road 750 South, the Wolf Road realignment and the potential for increased stormwater runoff.

Why it matters: Cardinal Estates is a large single‑family subdivision adjacent to existing neighborhoods and local roads; the plan commission’s approval advances the project to secondary plat and construction‑plan review, where detailed engineering and stormwater mitigation will be required.

Lennar Homes representative Sean Blackburn summarized the project and confirmed the plat conforms to the earlier zoning approvals. He told the commission the project totals 336 lots, which is 20 fewer than a previously committed cap of 356 lots. He said Wolf Road will be improved and widened as part of the development, and the developer will dedicate right of way to meet the Town’s thoroughfare plan.

Multiple residents spoke during the public hearing. Michelle Melton, a nearby resident, asked whether Wolf Road would remain a public road and whether existing local cut‑through trips would be restricted; Blackburn confirmed Wolf Road will remain public and will be widened and improved so local access is retained. Kevin Russell of Eagles Nest said County Road 750 South will receive hundreds of additional daily trips and urged the town to coordinate repairs and widening to accommodate the new traffic. Russell said 750 “cannot handle” the added load and urged concurrent upgrades.

Another neighbor, Chris Poor, raised stormwater concerns and said portions of the property have historically poor drainage. Poor told commissioners that an existing gas‑line easement and low‑lying ground have prevented tile repairs in the past and asked how runoff from the new development would be handled. Planning staff and the developer said the plans have multiple basins and detention ponds and that Boone County stormwater review and the county drainage ordinance require the project to contain stormwater on site; if a gravity outlet is not available the developer would need to revise designs to meet ordinance requirements.

Staff noted there will be no direct driveways onto the reconstructed Wolf Road and confirmed that road design and access were discussed at length in prior hearings. Commissioners also asked whether the existing Wolf Road would be closed during construction; the developer said the plan is to keep the existing road open while the new alignment is built and then retire the old alignment once the new road is operational.

What’s next: The project advances to secondary plat and construction plan review; the developer said it hopes to break ground before the end of the year and that Arbor Homes (an adjacent developer) is working on a portion of Indigo Blue Boulevard the subdivision will tie into. Boone County will complete a formal review of stormwater engineering and may require changes to address the low‑lying portions and existing drainage constraints.
