Jennifer Solinski, finance director, told the council the project estimate for 2025 had risen because of anticipated change orders, an added geotechnical contract and staff costs. She said the best estimate of the updated project cost was “just over $126,000,” compared with $108,000 in the current budget, leaving an approximate shortfall of $18,000.
Why it matters: The wet‑detention basin project is part of the city’s stormwater and park infrastructure work. Solinski said last year engineering realized savings that put funds into fund balance, and the requested transfer would use that fund balance rather than raising new revenue.
Council action and process: Alderman Douglas moved and Alderman Tompkins seconded the budget resolution to transfer up to $18,000 from the city administrator’s contingency account to the Breen Park wet‑detention basin project. The motion carried on voice vote.
Context and follow up: During discussion Alderman Tompkins asked about stormwater financing and whether the city had pursued a stormwater utility feasibility study; staff replied they had hired Strand to apply for a grant to study stormwater financing. Solinski said staff would continue to manage project change orders and report as the work proceeds.
No construction or additional contracting was approved at the meeting; the council authorized a budget transfer to cover design‑phase additions and geotechnical services.
