Applicant Dr. Aurelio Torres, who described himself as a physician with 17 years' practice in Hialeah and 15 years in clinical research, said the center will conduct outpatient clinical trial visits (no overnight stays) and that the number of daily patients will vary by protocol, with staff recommending a cap of 10 patients per day for operational and safety reasons.
Council members asked about patient flow and facility operations. Dr. Torres and his partner confirmed the trials involve later-stage protocols and that participants would come for scheduled visits lasting a few hours. "Nobody stay overnight," he said when asked by a councilmember.
Council voted in favor of first reading and set second reading and public hearing for 5:30 p.m. on May 27. City staff advised the applicant to follow the city's conditions and permit pathway before operations could begin.
