City Administrator David Bunker presented the budget summary and told the council the budget totals $143,000,000, with roughly 53%—about $76,000,000—earmarked for capital investments. He said the general fund is balanced at approximately $37,900,000, with 54% of the general fund dedicated to public safety.
"We do budget conservatively," Bunker said. "We estimated revenues pretty flat this year, and so it creates a challenge when we have very high inflation still. We tightened our belts. All unnecessary expenses were eliminated. We were very, again, conservative and have a balanced budget."
Council member Taylor moved to approve the proposed budget and to set the public hearing for June 10, 2025; Council member John seconded. The motion passed on a recorded vote with Council members Carroll, Taylor, John and Holly voting aye.
The council held three budget work sessions in March and April, an open house on May 6 and plans a work session on June 3 to review the budget book before final adoption. Bunker said the city posted the tentative budget on its website and that staff will present more detailed line‑by‑line material at the June work session.
