The Johnson City Regional Planning Commission on May 13 recommended approval of a Washington County request to rezone a 1.3‑acre parcel at 468 Summit Drive from B‑3 (General Business) to A‑1 (General Agriculture).
Staff presenter Cali told commissioners the parcel and surrounding lots are predominantly single‑family in use and that the city’s future land‑use map designates the area as agricultural and low‑density residential; staff recommended approval because the requested zoning is less intensive and more consistent with current uses.
Property owner Carlos Lely of 468 Summit Drive told the commission he sought rezoning after learning a double‑wide manufactured home he planned to place “on the backside” required compliance with agricultural zoning. Neighbor Creed Guy of 478 Summit Drive asked whether the change would affect adjacent commercial properties; staff confirmed the rezoning applies only to Lely’s lot.
Commissioners discussed the recommendation and noted the action before the planning commission is advisory — the body forwards recommendations for final action by the county. The commission then voted unanimously to recommend approval.
The recommendation will be transmitted to Washington County for final action under that county’s rezoning process.
