CDBG projects complete; Salvation Army flooring under budget and $10,000 discussed for cold-weather shelter

The Housing Affordability and Community Services Committee reported that all 2024 Community Development Block Grant (CDBG) projects have been completed and that the Salvation Army's capital flooring project came in about $10,000 under budget, committee members told council May 12.
Committee members discussed options for the underspend, including allocating it to next winter's cold-weather shelter operations. Committee members said the city previously relied on COVID-related funds to support the cold-weather shelter through the last winter and that the shelter typically costs about $8,000 to $9,000 per season.
The committee also reviewed work by the North Star Housing Task Force and a spreadsheet comparing jurisdictional actions to increase housing availability. Committee members said Anacortes has implemented many actions identified on the spreadsheet and that the task force provides opportunities to share best practices across the county.
Committee members said they plan to attend the North Star symposium on June 6 at the Swinomish Casino; the symposium includes tracks on housing and substance-use recovery and offers an elected-officials-only session to clarify the initiative.
No council vote was required on these informational items; committee members said they will return with recommendations if they decide to reallocate the Salvation Army underspend or adjust next year's shelter funding.
