Port-city event center agreements advance; intergovernmental property-use pact expected soon

Members of the Port City Liaison Committee told council they are finalizing intergovernmental and interlocal agreements to support a proposed event center and related road realignment work, and that a property-use agreement addressing outstanding issues from an earlier property swap is expected to come to council soon.
Committee members said the property-use agreement will address elements of the earlier property swap that enabled road realignment — specifically the curvature change to Ninth Avenue and the Market Street intersection with R Avenue intended to replace a five-way intersection. Staff said the property-use agreement should be on a council agenda in the near term and that interlocal agreements for construction and operation of the proposed event center are being polished after outside counsel review.
"The intergovernmental property use agreement should be coming to the council pretty soon," a committee member said, and port and city staff said they were resolving comments from outside counsel before circulating final drafts. Committee members said they anticipate scheduling a joint meeting with the Port Commission and the city to consider the agreements; they noted May 27 as a potential date for that joint meeting.
Port Commissioner Kathy Pittis and liaison council members asked that, in addition to draft agreements, staff circulate a short summary of work completed and remaining issues so elected officials can review materials in advance of a joint meeting.
No formal agreement was adopted by the council at the May 12 meeting; the report summarized progress, outstanding items and the next steps toward a joint port-city meeting and final consideration of the agreements.
