Oak Harbor planning commissioners forward revised residential design rules to City Council

Oak Harbor planning commissioners voted to forward a positive recommendation to the City Council on May 13 for revised Design Regulations and Guidelines that consolidate residential design standards and formalize guidance for narrow-lot housing.
Senior Planner Ray Lindenberg told the commission the draft combines single-family and multifamily residential design standards into a single Section 5, updates illustrations and clarifies review expectations. “We felt that our multifamily standards were appropriate, not too egregious or difficult to meet,” Lindenberg said, explaining the staff approach of mirroring multifamily criteria for single-family homes to comply with recent code and state changes.
The revisions stem from two drivers, Lindenberg said: the 2022 adoption of ordinance 1953, which reduced minimum lot sizes and setbacks to streamline development review, and a recent state law referenced in the packet (House Bill 1110) that prevents municipalities from imposing higher design standards on multifamily housing than on…
