Speedway board hears construction update; approves Stair Associates for Allison HVAC and boiler work

The School Town of Speedway board received a multi-site facilities update on May 13 and approved a contract with Stair Associates to design HVAC and boiler-plant replacements at Allison Elementary.
Facilities staff described steady progress on stadium and building projects: east-side visitor bleachers were nearing completion, the west-side bleacher concrete pad was formed with concrete scheduled to be poured the following day, and the maintenance building slab remained the gating item before overhead doors could be installed. District staff reported the field walk-through is complete and the track’s final asphalt layer has a 28-day cure period before surfacing can be applied. Presenters said work remains largely interior and underground at this stage, and that change orders have stayed below expected allowances.
Project C (the Ox Gym / Door 13 southeast high-school project) and site work are advancing but remain contingent on permit approvals. Presenters said the gas line has been relocated and the Speedway Water Works coordination on the water line relocation is pending; the district expects administrative comments back from the town and anticipates permits to follow. On building upgrades, administrators described plans to replace aging central rooftop and mezzanine HVAC systems at Allison with individual classroom units and smaller “pony” boilers to improve energy efficiency and control. The board approved an agreement with Stair Associates for engineering, document preparation, bidding and construction-phase services for the Allison work; administration named consultant Woody Holm as the project lead for Stair Associates.
Board members and staff framed the work as keeping projects on schedule and on budget; staff characterized the contingency as “healthy.” Several technical items were emphasized as dependencies: final administrative approval from the Town of Speedway, building-permit issuance (ILP), and utility relocation completion before major site work can proceed.
Stair Associates agreement (action) The board voted 5–0 to approve the agreement with Stair Associates to deliver engineering design, construction documents, bidding and construction-phase services for Allison Elementary HVAC upgrades (16 classrooms) and replacement of the gymnasium boiler plant. Administration said Stair Associates will prepare design options (mezzanine versus rooftop units, classroom wall units, updated control systems) and oversee bidding and construction phases.
