Plan Commission approves second Pennington Woods minor plat; owners say subdivision is defensive purchase

The Morgan County Plan Commission approved MIP 25-07 on May 12, a three-lot minor plat on a tract near North Pennington Road that owners say they purchased to control adjoining development.
John Larson of Holloway Engineering said the larger parent parcel was 37 acres and that the three proposed lots meet county minimums and will front onto Pennington Road. Larson said the owners, Bryant and Toni Hopwood, had purchased the site "primarily because their family compound... is immediately west of this property," and that the platting is a defensive measure to manage what could happen next door.
Larson described a dedicated perimeter drain easement through a shared swale to facilitate septic systems; staff and health department review will be required to approve septic locations. Planning staff noted that perimeter drains should be used only for perimeter drain purposes and not for roof drains.
There were no substantive public objections reported during the hearing; commissioners moved and seconded a motion to approve MIP 25-07 and voted in favor. The approval included the drainage easement and typical final-plat conditions such as health-department signoff.
The applicants told the commission they do not plan to actively market the lots and that the division was intended to preserve control of adjacent land-use decisions.
