Nancy Smith, airport manager, told the commission the crew-quarters project is about 91% complete and progressed roughly 6% in the last month. Work reported finished or near completion included parking asphalt, shingling, stairs and soon-to-be-completed concrete flatwork. Smith said an inspection and potential move-ins are expected in late summer.
Smith said a change order is anticipated for a one-foot sidewalk adjustment to accommodate two EV charging stations at the dormitory parking spaces. She told the commission she is "working with the OPM on that to see what additional cost that could be if there is any." She also said the closeout package will include two hard copies and two digital copies for maintenance and that the airport will create a formal maintenance program for the dormitory.
Commissioners pressed staff about how the charging stations will be managed. One commissioner asked whether stations would be metered or freestanding and urged that the parking spots should be limited to residents. Commissioners discussed options including metering, card-swipes, resident-only stickers and signage; one commissioner noted an EV station is planned to straddle a handicap space and said the space will "abide by the law." Another commissioner mentioned the state's move toward electrifying municipal fleets and said additional chargers would be useful if the airport upgrades its own vehicles.
Smith also told the commission the Office of Project Management (OPM) lead changed at CHA and a new CHA representative will take over project coordination. FF&E procurement and quotes will be reviewed with a selected team to control costs.
No formal votes were taken on the crew-quarters details at the meeting; commissioners directed staff to continue procurement and to return with further details on charging-station management and move-in logistics.
The project manager reported the site trailer will be removed soon and the building will present as a standalone dormitory. Smith said she had taken the new environmental coordinator to the site and that "it actually looks like a home."
