Councilmember Keith Hawkins introduced the resolution and asked whether the property owner or representative was present; staff confirmed no representative appeared. The council moved and approved the measure to record liens for abatement costs.
The resolution passed unanimously; staff indicated the lien placement is a bookkeeping and collection step to recover city expenses incurred during the abatement process.
