The Needham Conservation Commission voted May 8 to issue an order of conditions for work at 72 Valley Road that allows construction activities near a bordering vegetated wetland and requires mitigation plantings and monitoring.
Staff summarized the project as largely outside conservation jurisdiction but requiring limited buffer‑zone work to install a retaining wall, remove trees, grade soil, and place a stormwater infiltration system. The applicant will demolish the existing house and garage outside the wetland buffer and undertake grading and improvements closer to the wetland edge.
Key elements in the approved order include removal of 10 trees at the rear of the property to facilitate grading and the retaining wall, installation of two Voltec infiltration systems to manage stormwater onsite, and a mitigation planting plan that provides 12 native trees and 44 native shrubs. The order includes a two‑year monitoring period for the plantings and a requirement that the stormwater operations and maintenance plan be recorded with the order of conditions.
Commissioners confirmed that most construction will occur more than 50 feet from the bordering vegetated wetland but agreed the proposed mitigation and recorded O&M plan were needed as conditions of approval. By roll call vote the commission approved the order of conditions for DEP file 234‑950.
