Needham conservation panel approves restoration, waivers for 11 Glover Road project

The Needham Conservation Commission on May 8 approved an order of conditions for work at 11 Glover Road that includes buffer‑zone restoration and recording of a stormwater operations and maintenance plan.
The commission’s vote followed staff presentation and discussion of demolition, construction and mitigation plans for the property and a request for a waiver to allow limited work in the 25‑foot nondisturbance zone. The order requires removal of lawn in specified areas, installation of native plantings and two years of monitoring; mitigation plantings must be maintained in perpetuity.
Commission chair Dave Harrer opened the hearing and staff summarized the application details: demolition of an existing one‑car garage, construction of a 771‑square‑foot garage addition and a 60‑square‑foot second‑story deck, replacement of an existing driveway with approximately 648 square feet of porous/forest pavement, and compensatory wetland buffer‑zone restoration covering about 4,285 square feet. The application included proposed infiltration of roof runoff and permanent demarcation with placards at the edge of the mitigation planting area.
The commission discussed the applicant’s mitigation and monitoring plan. Staff noted a requirement that the stormwater operations and maintenance plan be recorded at the registry alongside the order of conditions. Special conditions adopted include: a two‑year monitoring period for planted mitigation; permanent demarcation of the restored area; and recording of the O&M plan with the order of conditions.
The commission first voted to waive the restriction on work in the 25‑foot nondisturbance zone and on lawn currently in the wetland and buffer area; that waiver passed. The commission then voted to waive the fee associated with work in the nondisturbance zone. Finally, the commission voted to issue the order of conditions for DEP file 234‑946.
The votes on the waiver and the order were recorded by roll call and carried, with the chair announcing approval. The order requires the mitigation plantings and monitoring described above and directs staff to record the O&M plan.
