Morristown council approves easements, adopts resolutions and introduces two ordinances

At its April 8 meeting the Morristown Town Council adopted two right-of-way-easement ordinances, approved a set of resolutions, approved the meeting minutes and introduced two additional ordinances for later public hearing.
The Morristown Town Council on April 8 voted to adopt two ordinances authorizing the acceptance of right-of-way easements along Franklin Street and approved a block of resolutions; the council also introduced two ordinances and approved the consent agenda minutes.
By roll call the council adopted Ordinance O-10-2025, authorizing acceptance of a right-of-way easement along Franklin Street (Block 4401, portion of Lot 3). The council also adopted Ordinance O-11-2025, authorizing acceptance of a right-of-way easement along Franklin Street (Block 4401, portions of Lots 4 and 5). The clerk opened and closed public hearings on both ordinances; no members of the public spoke on those items at the meeting.
The council introduced Ordinance O-12-2025, which would establish compensation for certain officers and employees of the town, and Ordinance O-13-2025, amending the municipal code's handicap parking section to amend the placard number assigned to a dedicated parking space for a resident of 50 Pine Street. Both ordinances were introduced by title and scheduled for a public hearing on April 22, 2025; introduction occurred by motion and a second with unanimous roll-call support.
The council approved the consent agenda (minutes of the March 25 regular meeting) and adopted Resolutions R-56-2025 through R-59-2025 in a single slate motion. Minutes and the slate of resolutions were approved by unanimous roll call. No substantive debate or amendments were recorded on the adopted items during the meeting.
Roll-call voting on adopted items recorded the following members as present and voting yes: Councilwoman Foster; Councilman Annacone; Councilwoman Lindsey; Councilman Flipchuck; Councilman Silva; and Council President Umbria. Councilman Russo was excused. The clerk announced the quorum at the start of the meeting.
The meeting closed after liaison reports and brief public-comment acknowledgments.
