OCPS proposes consolidating ancillary facilities at John T. Morris complex to reduce footprint and costs

At the May 13 Orange County School Board work session, facilities staff proposed consolidating multiple ancillary district functions into new facilities at the John T. Morris Facilities Complex and relocating a bus depot to reduce space needs, energy use and maintenance costs.
The proposal matters because ancillary sites house district support operations whose current condition and fragmentation add maintenance cost and create inefficient operations, staff said.
Rory and Mike Winter presented a plan to collocate several support units at the John T. Morris complex, retain and renovate essential warehouses there, and move the Eric Olson bus depot to the complex to take advantage of existing fueling infrastructure. The plan would also move the CDL driver-training function to OTC South to align with heavy-vehicle training programs.
Facilities staff estimated consolidation could reduce building space requirements by a minimum of 20%, with greater operating and maintenance savings expected. The plan calls for demolition of vacated sites after replacement facilities are completed. Staff said the projected cost to replace and consolidate ancillary facilities is approximately equal to the estimated renovation and remodeling costs for those aging sites, making consolidation a long-term efficiency strategy rather than a short-term add-on.
Board members asked for schedule and budget details; staff said those will be included in the forthcoming capital budget update and emphasized the proposal depends on project funding and site approvals. No formal board action was taken at the work session.
