Planning board reports delays on incomplete developer submissions; CoreWeave and AT&T activity noted

Richard Cerna, speaking on planning-board matters, told the governing body that recent applications have frequently required continuances because applicants’ professional teams submitted plans with omissions.
Cerna said the planning board’s completeness review is intended to ensure applicants include required materials before a hearing; where plans lack detail, the board is carrying applications so applicants can return with fully developed submissions. He explained that multiple re-schedulings can result in higher escrow draws because applicants must replenish escrow accounts to cover additional hearing time.
Council planning reports noted several active development matters: an application to subdivide a lot where a building was recently demolished and converted to a parking lot; AT&T preparing to replace communications equipment on the borough water tower; and CoreWeave’s plan to repurpose the K11 building (the former bionics/Calpine site) to construct a data center with electrical utility yard, 31 generators and 29 chillers. Planning staff said formal plans for that project will be forthcoming.
The planning board also advised the governing body that, starting immediately, its regular meeting date will move to the last Tuesday of each month; that scheduling change is intended to improve coordination so planning-board decisions can be routed promptly to the governing body.
