David Davidson, the city’s chief legal officer, said the amendment clarifies that a special events facility (including private classes that serve dinner) may allow a patron to bring a bottle of wine to accompany a meal. If a bottle is not finished, the owner may cork and wrap the bottle and take it with them. The ordinance also clarifies that cooking classes would be considered part of special event facilities.
Council member Gee Lee Hills described local entrepreneurs planning cooking classes in East Roswell and voiced support: “So I support this all the way.” Council member Markland said the prospective operator already holds a pouring license and understands licensing requirements. Council member Hills moved the item, Council member Northland seconded, and the motion passed unanimously.
Staff recommended moving the ordinance forward to provide regulatory clarity for small businesses and entrepreneurs that rent special event spaces and host classes where patrons might reasonably want to consume brought‑in wine.
