The House Education Committee unanimously approved House Bill 14‑04, which changes the name of the teacher intern certification to the second career certification (and the CTE intern certification to CTE second career certification) and extends the period during which those certifications may be used from three years to five years.
Representative Curry, the sponsor, said the change recognizes professionals transitioning into teaching from other careers and would give them extra flexibility while they complete certification requirements. She cited Penn State‑area statistics about attrition and noted the policy aims to “reduce barriers to employment, provide greater flexibility for schools, and open new pathways for talented individuals to enter the teaching profession.”
Committee members spoke in support and suggested additional future work to align CTE instructor qualifications for experienced tradespeople. Representative Schlegel noted some superintendent‑level eligibility rules that may affect CTE administrators and asked for future follow‑up; Representative Gleim asked a technical question about code references and the replacement of the intern term in statute; staff confirmed the public school code references are being updated to the new phrase.
The committee passed the bill on a roll call vote of 26–0; the bill will be reported out of committee.
