District staff presented proposed revisions to the Middleton-Cross Plains Area School District employee handbook and described committee work over the past three years. The board received the presentation as an information item and was told the administration will return with the item for action at a future meeting.
The handbook committee included certified and support staff, administrators and board members and surveyed employees to identify areas needing clarification. Presenters said the committee recommended changes in leave-notice expectations, clarity on family-engagement time for student-services staff, catastrophic leave for support staff, and moving the notification deadline for other post-employment benefits (OPEB) decisions earlier in the year.
A notable proposal would add three paid holidays for 10‑month support staff in the first phase of a multi-year plan to increase holiday pay equity; the administration estimated the immediate cost at roughly $171,000. The committee also recommended a more even progression of vacation distribution for support staff and reported that food-and-nutrition staff asked to move from hourly to annualized pay; transportation staff elected to remain hourly.
Committee leaders said participation in the survey was modest — 45 certified staff and 38 support staff responded — and emphasized the collaborative process with principals and administrators. The board was told the administration will return with the final handbook for board action at the next meeting and that the committee recommended moving the OPEB notification date to Aug. 1 to give staff more time for retirement decisions.
Why it matters: handbook language governs working conditions and leave; changes affect payroll, staff equity and retirement planning and may have budget implications.
What’s next: administration to bring the revised handbook back for formal board approval at a subsequent meeting; the board may ask for additional financial detail on holiday-cost estimates.
