Supervisors approve three-year renewals for county employee benefits plans

The Black Hawk County Board of Supervisors on May 13 approved multi-year renewals for county employee benefit administration fees covering prescription drug, dental, vision and flexible spending account plans.
Human resources director Amanda Fessenmeyer and benefits consultant Stacy Wanderscheid of Cottingham & Butler presented the renewals and answered questions about plan features and costs. Wanderscheid said of the county's pharmacy arrangement with Navitus Health Solutions, "Navitus is a pharmacy benefit administrator ... All rebates then are, of course, passed along to the County as well." The board approved the three-year fee schedules by roll call.
Key figures presented for the Navitus pharmacy administration fee were $2.88 per member per month in fiscal 2026, $2.97 in fiscal 2027 and $3.06 in fiscal 2028; the presenter noted this is the first admin-fee increase since the program's start. For dental administration the board approved a three-year fixed schedule that begins at $5.32 per employee per month in fiscal 2026, rising to $5.42 in fiscal 2027 and $5.52 in fiscal 2028 for the base plan. The board also approved the buy-up dental schedule and a voluntary vision renewal with no rate increase; staff said 250 employees currently participate in the voluntary vision plan (81 single, 169 family enrollments).
The board approved an amendment for flexible spending account administration services with Employee Benefit Corporation of Madison, Wisconsin, with an annual renewal fee of $450 and a monthly administration fee that increases from $3.57 to $3.60.
Board members asked about mail-order prescription options, specialty drug management, and network availability for dental and vision providers; Wanderscheid explained the Navitus arrangement includes mail order and specialty drug management and noted the county's pharmacy costs compare favorably to peer public entities. The resolutions were moved, seconded and approved in roll-call votes; no amendments were made at the meeting.
