Council approves low bid for Allegiance Park splash pad; adds shade and ADA bench

The Reedsburg Common Council approved the low bid for the Allegiance Park splash pad and accepted limited design additions after hearing a parks committee recommendation on April 20, 2025.

The council’s action matters because the splash pad is a donor-funded park amenity for the northwest recreation area; council discussion said the project remains under budget, enabling added accessibility and comfort features without additional city funding.

Matt Scott, parks staff, told the council the low bid was favorable and recommended approval. "It was a great bid," Scott said before Councilmember Phil Peterson moved to award the contract to Redeem Associates as the low bidder. Peterson’s motion was seconded and carried; Councilmember Tim Becker recorded an abstention on the final vote.

Parks committee members reported the lower bid allowed the committee to add a shade structure, an ADA bench and redesign bike racks and adjacent concrete to improve circulation. Officials said those additions were coordinated with MSA, the project designer, and that donor funding covered the extra features.

The council’s minutes record the mover as Councilmember Phil Peterson and the seconder as (unnamed in the motion line) with an abstention by Tim Becker; the motion passed. Council and parks staff indicated construction equipment has arrived and that schedule and contractor start dates will follow standard city contracting procedures.

City staff said the project remains under the donor-funded budget estimate supplied earlier by MSA; no new city budget appropriation was reported during the meeting. The council did not set a construction start date at the meeting.

The parks committee will continue coordinating remaining design details and construction scheduling with the awarded contractor and project designer.
