The Franklin Historic Zoning Commission on May 12 approved a certificate of appropriateness for site alterations, fencing and building changes at 228 Franklin Road, a Greek Revival–influenced residence on the National Register, with staff-recommended conditions.
Emily, the planning staff presenter, said the proposal reinstalls a front walkway and replaces concrete front steps with limestone, installs stone columns at the street and columns with a vehicular gate, constructs a rear ramp, adds a sports court and lighting at the rear, adds additional rear hardscape and installs a four-board horse fence. Staff noted the guidelines recommend a maximum height of 4½ feet for four-board horse fencing and recommended approval with conditions to match that guidance.
Owner representative Yates Bateman told the commission the applicant agreed with staff conditions. No public opposition was offered. Commissioners praised the traditional look and the architect’s approach to the site. The commission approved the application with staff conditions.
