County approves PD amendment to allow drive-through restaurant at Red Bug Lake Road and Dodd Road

Seminole County commissioners on Tuesday approved a planned-development amendment to allow a drive-through restaurant on a 0.51-acre parcel at the northeast corner of Red Bug Lake Road and Dodd Road, part of the Red Bug Village commercial tract.
Caitlin Apgar, senior planner with Planning and Development Services, told the board the property sits in Commercial Track 2 of the existing PD and was previously developed as a bank with a drive-through. The PD’s current developer commitments prohibit drive-through restaurants on this lot; the applicant requested an amendment limited to Lot 3 (the Walmart Neighborhood Market parcel) to permit a restaurant with a drive-through and to extend morning hours to 5 a.m.
Staff reported the site is inside Seminole County utility service, connected to water and sewer, will meet the PD requirement for 30% open space and must provide a 15-foot buffer along Red Bug Lake Road and Dodd Road because Dodd is designated a collector. Shared parking agreements with the adjacent Walmart site will be used to meet parking requirements. The applicant testified they agreed with staff conditions and had no presentation beyond answering commissioner questions.
Commissioner Constantine moved approval of the rezone from PD to PD to allow a drive-through restaurant on approximately 0.51 acres; the motion carried unanimously after a second and no further discussion.
Staff noted the applicant must comply with the conditions in the development order and standard site-plan review procedures before construction.
