Conway City moves to cite two delinquent permit holders; court case dropped after payment

Conway City staff reported two permit holders remain delinquent and authorized staff to pursue citation steps, including certified mail and in-person service where possible.

Staff identified the two accounts as associated with permit numbers 1164 and 1158 — listed as Dulceria Colbert and Taqueria La Guerra — and said Code Enforcement had contacted both businesses without movement; both accounts have now passed three months delinquent. Staff said one file lacked a reliable mailing address despite searching multiple addresses and that certified mail may be attempted next to effect service.

The board authorized staff to proceed with standard collection timelines (30, 60 and, where applicable, 90 days) for accounts on the delinquent list. A motion to apply the standard timelines passed by voice vote.

Separately, staff reported a recent trial involving Sarah Strickland, owner of Charcuterie Amore. According to the report, Strickland paid the outstanding amount cited before or at her plea date; the judge then found her not guilty on the cited charge. Scribe Kings (permit referenced elsewhere) remains the subject of a trial scheduled for May 28, according to staff.

Staff said some delinquent businesses have made multiple payments covering multiple months, which affects the calculation of proposed amounts owed. The board also discussed one establishment that had not been allowed to open a permit due to owed taxes. Staff agreed to try certified delivery for one account and in-person delivery for the other where feasible.
