Clint Karsteller of CK Sewell Engineering presented the project, noting heavy equipment on‑site motivated a variance from typical paving requirements because tracked equipment would damage asphalt. The site is in an industrial zone and borders a state highway bypass (the 612 alignment) where future street plans are not finalized; applicants said they requested landscaping variances because temporary construction easements tied to the future bypass may remove landscaped areas.
Planning staff read standard and specific comments: drives and parking areas are required to be paved per city code (variance requested), all open storage areas must be screened with an eight‑foot opaque fence (applicant said a fence will be built), and landscape plans must show tree types and sizes if existing trees are counted toward requirements. Engineering asked for a City of Springdale detention/retention certificate form, right‑of‑way dedication where needed, a concrete apron to the right of way on Commercial Drive, and street cut/patch details for the waterline extension. Staff recommended at minimum that a street light be added at the drive even if the commission recommended waiver of other street improvements.
Commissioners asked whether screening, trees and fencing would be provided; applicant confirmed an eight‑foot opaque fence will be built and that trees on the north side will be preserved where feasible. The commission voted to approve the variances together; the motion passed 8–0. Commissioners then forwarded the waiver of street improvements on North Ground Road to the City Council with a recommendation (vote 7–1) to consider approval.
Staff said final large‑scale review will be brought back as a motion subject to staff comments and that engineering and planning comments must be addressed before construction permits are issued.
