Wasilla builds MS4/stormwater fund after January flood; funds earmarked for Weber drainage and other fixes

City staff briefed the council on two related stormwater items: an MS4 program fund and a stormwater improvements CIP established to address problem sites identified during a January flood event.
MS4 program: Cassie explained that the MS4 (municipal separated storm sewer system) program is a state/federal compliance framework the city is preparing for as it becomes part of the urbanized area. Staff said the city has previously appropriated $200,000 for MS4 readiness and currently shows about $190,000 available (including encumbrances). Cassie said the MS4 program requires public outreach and testing steps similar in effort to a comprehensive plan and that consultant support may be needed. Staff described a degree of uncertainty about future ongoing operations and suggested further review of requests beyond FY2028.
Stormwater improvements and January flood response: Eric described a separate stormwater improvements CIP that funds local drainage, culvert and infiltration-basin repairs identified after the January flood. He told the council the Weber area behind the mall and other low-lying locations form large standing-water areas and that staff has been discussing potential easements and solutions with affected landowners. The stormwater improvements account includes previously appropriated money (roughly $321,382 previously appropriated, with about $290,000 remaining including encumbrances), and staff said the current balance could make a major dent in Weber-area work.
Council questions: Councilors asked whether to continue annual appropriations when earlier balances remain unspent and whether the city should be building fund balances to prepare for mandated MS4 work. Cassie and Eric said the prior appropriations were designed to build a reserve until a consultant and scope of work are ready.
