Wasilla seeks to expand GIS asset mapping and asset-management system; council questions recurring $50,000 ask

City staff told the Wasilla council they want to continue funding a GIS asset mapping and management project that would produce a single repository for infrastructure, lease responsibilities and other city-owned assets.
Project scope: The proposed system would catalog sewer and water lines, lane widths, asset ages and ownership/maintenance responsibilities and link that information to work orders and cost projections. Staff said the goal is to create an "enterprise asset management" capability that helps prioritize maintenance and replacement and captures responsibilities that now live in individuals' knowledge.
Funding and questions: Council member Crafton asked why the CIP shows recurring $50,000 requests when the account currently holds funds appropriated in prior years. Cassie said the city previously appropriated $150,000 and had about $122,000-$123,000 remaining; some of that balance was transferred into another project and staff has used interconnect funding to build portions of the map. Cassie noted the system uses credits when the public accesses forward-facing maps and that there is a subscription cost and consultant work that remain.
Integration: Staff said the GIS mapping will be designed to integrate with Tyler via API so asset records and work orders can link with the ERP system.
Council direction: Councilors asked staff to consider whether the recurring $50,000 CIP request is still necessary given the existing balance and to return with a clarified breakdown of recurring licensing/credit costs versus one-time consultant efforts before the May 1 vote.
