Parks board accepts Island View parkland with small fee to cover wetland-constrained shortfall

The Parks Advisory Board recommended that the city accept Out Lot 1 as parkland for the Island View Estate Subdivision and accept a fee in lieu of parkland for a small shortfall, then forward the recommendation to the Plan Commission and Common Council.
Board discussion and staff materials show the subdivision is in the far northeastern quadrant of Oshkosh, north of Sunnyview Road and east of County Road A. The developer’s preliminary plat proposes 21 single-family lots and 18 condominium units. Per the city’s parkland dedication standard cited in staff materials, the plat’s lots generate a combined requirement of 39,300 square feet of parkland. Out Lot 1 covers 36,897 square feet, leaving a deficiency of roughly 2,400 square feet. Parks staff recommended accepting the outlot and collecting an estimated $800 fee to cover the deficiency.
The recommendation came after staff and board members discussed wetlands and stormwater constraints on the proposed park site. A Parks staff member said the proposed outlot sits near wetlands and will also be used for part of the subdivision’s stormwater management, and that staff preferred to keep park improvements outside of wetland areas. A representative for the subdivision was present to answer questions. Board members said the proposed site fits the city’s adopted Comprehensive Outdoor Recreation Plan’s neighborhood-park service area and that a slightly smaller, maintainable park was preferable to siting improvements in wetlands.
Board member moved to accept the staff recommendation and a colleague seconded the motion. The roll call showed Davis, Plumb, Metz, Franz and Herman voting yes; the motion carried.
The board’s action is a recommendation to the Plan Commission and Common Council; final approval and any required subdivision ordinance actions remain with those bodies.
