Committee reviews technical bill to eliminate duplicative SOAH memoranda-of-understanding requirements

The committee laid out House Bill 3146, a cleanup requested by the State Office of Administrative Hearings (SOAH), that would eliminate duplicative memoranda-of-understanding (MOUs) for six agencies that currently still require them.
Senator Alvarado explained that SOAH is a neutral agency for hearings and mediations serving more than 50 state agencies and that its process is governed by Government Code chapter 2003. The bill removes an outdated requirement for MOUs for the remaining six agencies and makes conforming changes to agriculture, human-resources, insurance, labor and transportation codes.
Shane Linkus of SOAH was present as a resource witness; no public testimony was offered. The committee left the bill pending "subject to the call of the chair."
