O'Fallon council approves multiple road and utility contracts totaling about $2.56 million; warrants of $974,401 approved

The council voted to authorize the mayor to sign an intergovernmental agreement with O'Fallon Township Road District for resurfacing Bola Road, approve a $34,060 design agreement with Oates Associates Inc. for auto court patching, fund a $20,000 Veneta Drive bridge-widening study with Gonzales Companies LLC, and award a $2,314,811.10 unit-price contract to Hanks Excavating and Landscaping Inc. for North Cherry Street improvements. Council members also approved a $187,000 amendment to the Gonzales Companies agreement for the Northern Dancer Lift Station improvement project.
The actions were moved on the record by Council member Ryan Rosenberg and passed on roll calls recorded during the meeting. The council also approved warrant number 558 in the amount of $974,401.04.
Clerk's items that received approval included two community roadblock requests: an O'Fallon Kiwanis Club event seeking traffic control at State and Lincoln and State and Smiley on dates in October 2025, and a request from the O'Fallon Underwater Search Recovery Team for a roadblock at State and Lincoln on Nov. 28–29, 2025. The Kiwanis permit passed with one recorded “no” vote; the underwater search group permit passed unanimously in roll call.
City staff described the Veneta Drive item as an engineering study to assess whether the existing crossing can be widened or if a new span would be required to handle projected 20-year traffic volumes. "Just look into expanding the bridge for future capacity," said Jeff, a staff member who answered council questions about the study.
The North Cherry Street contract award was based on unit prices in the bid and carried a $2.31 million contract figure listed on the agenda.
Votes and roll-call approvals were recorded on the meeting record for each item; no ordinance readings were on the agenda. The council recessed into an executive session later in the meeting to discuss the sale or purchase of property and indicated there would be action on return.
The meeting packet and staff reports were referenced during the discussion; council members asked routine procedural questions but did not amend the contract sums at the meeting.
